• Joint U.S.-Russian anti-terror exercise stokes fears of martial law

Russian airborne troops are set to train how to target terrorists in America as part of a joint anti-terror drill with the United States which will take place in Fort Carson, Colorado at the end of next month.

“Airborne troops from Russia and the United States would hold joint anti-terror drills in the U.S. state of Colorado between May 24 and 31,”reports the Xinhua news agency, citing Russian Defense Ministry Col. Alexander Kucherenko. The story was also reported by Russian news outletRIA Novosti.

The exercises, which will mark the first time the respective country’s two airborne forces have held joint drills on U.S. territory, will revolve around the the “reconnaissance of imaginary terrorists’ camp and a raid,” and will also involve evacuations of the troops by helicopter.

The Russian soldiers will also be given access to U.S. special service weapons at Fort Carson.

However, the Russian troops won’t just be confined to a U.S. military base – on May 27 they’ll be out in the local community attending a baseball game in Colorado Springs.

“This announcement comes at a time when Russia actually has troops working in cooperation with China,” points out Business Insider’s Eloise Lee, making reference to one of the largest ever Russian-Sino naval drills currently underway in the Yellow Sea.

Alex Jones has documented foreign troops being trained on U.S. soil to deal with “insurgents” since the late 1990′s as part of “urban warfare drills”.

Back in July 2010, our reporters covered the Operation Vigilant Guard exercises in Chicagowhich involved Polish troops training alongside U.S. National Guard troops in drills focused around raiding terrorists and drug dealers.

According to SFC Mark Ballard of the Illinois National Guard, the Polish forces were “integrating into some of the civil military units that are participating in this exercise” as part of Illinois’ partnership with the Republic of Poland, a relationship based around “integrative training” and blending military and civilian forces in the event of a national emergency, as well as making this process of integration with foreign troops more “visible”.

The exercises also involved volunteers from Boy Scouts of America, which was telling in light of a 2009 New York Times report which detailed how Homeland Security is training boy scouts to take on and disarm “disgruntled veterans” who are described as “terrorists”.

Fears that foreign troops would be used to carry out gun confiscations and incarcerate American citizens during a time of martial law have circulated for decades, concerns stoked by remarks such as the following quote from Henry Kissinger reportedly made at the 1991 Bilderberg conference in Evian, France.

“Today Americans would be outraged if U.N. troops entered Los Angeles to restore order; tomorrow they will be grateful,” Kissinger stated.

The idea of foreign soldiers taking over America has often cropped up in television series and movies, most notably in the 1984 film Red Dawn, which depicted the United States being invaded by Soviet troops.

It is important to add that a story circulating which attempts to piggy-back off these confirmed drills in claiming that the U.S. has given Russian troops permission to “take and hold Denver airport” comes from a notorious disinformation source which routinely puts out bogus articles and as such should be completely disregarded as a hoax. Unfortunately, Glenn Beck’s The Blaze and others have bought the scam, which takes away from the importance of the drills which are fully confirmed.

The edible nanomaterial skin will also protect the color and flavor of the fruit longer. “We found no indication that the Nano coating, which is manufactured in Asia, has ever been tested for health effects," said the researcher.

A science committee of the British House of Lords has found that nanomaterial’s are already appearing in numerous products, among them salad dressings and sauces. Jaydee Hanson, policy analyst for the Center for Food Safety, says that they're also being added to ice cream to make it "look richer and better textured. “Some foreign governments, apparently more worried about the influx of Nano-related products to their grocery shelves, are gathering their own research. In January, a science committee of the British House of Lords issued a lengthy study on nanotechnology and food. Scores of scientific groups and consumer activists and even several international food manufactures told the committee investigators that engineered particles were already being sold in salad dressings; sauces; diet beverages; and boxed cake, muffin and pancakes mixes, to which they're added to ensure easy pouring. Other researchers responding to the committee's request for information talked about hundreds more items that could be in stores by year's end. For example, a team in Munich has used Nano-nonstick coatings to end the worldwide frustration of having to endlessly shake an upturned mustard or ketchup bottle to get at the last bit clinging to the bottom. Another person told the investigators that Nestlé and Unilever have about completed developing a Nano-emulsion-based ice cream that has a lower fat content but retains its texture and flavor. The Ultimate Secret Ingredient Nearly 20 of the world's largest food manufacturers -- among them Nestlé, as well as Hershey, Cargill, Campbell Soup, Sara Lee, and H.J. Heinz -- have their own in-house Nano-labs, or have contracted with major universities to do Nano-related food product development. But they are not eager to broadcast those efforts.

 

A team in Munich, the House of Lords investigators also learned, is using Nano-nonstick coatings to make it easier to get the last drops of ketchup out of the bottle.

Kraft was the first major food company to hoist the banner of nanotechnology. Spokesman Richard Buino, however, now says that while "we have sponsored nanotech research at various universities and research institutions in the past," Kraft has no labs focusing on it today. The stance is in stark contrast to the one Kraft struck in late 2000, when it loudly and repeatedly proclaimed that it had formed the Nanotek Consortium with engineers, molecular chemists and physicists from 15 universities in the U.S. and abroad. The mission of the team was to show how nanotechnology would completely revolutionize the food manufacturing industry, or so said its then-director, Kraft research chemist Manuel Marquez. But by the end of 2004, the much-touted operation seemed to vanish. All mentions of Nanotek Consortium disappeared from Kraft's news releases and corporate reports. “We have not nor are we currently using nanotechnology in our products or packaging," Buino added in another e-mail. Industry Tactics Thwart Risk Awareness the British government investigation into Nano food strongly criticized the U.K.'s food industry for "failing to be transparent about its research into the uses of nanotechnologies and nanomaterial’s." On this side of the Atlantic, corporate secrecy isn't a problem, as some FDA officials tell it. Investigators on Capitol Hill say the FDA's congressional liaisons have repeatedly assured them -- from George W. Bush's administration through President Barack Obama's first year -- which the big U.S. food companies have been upfront and open about their plans and progress in using nanomaterial in food. But FDA and USDA food safety specialists interviewed over the past three months stressed that based on past performance; industry cannot be relied on to voluntarily advance safety efforts. These government scientists, who are actively attempting to evaluate the risk of introducing nanotechnology to food, say that only a handful of corporations are candid about what they're doing and collaborating with the FDA and USDA to help develop regulations that will both protect the public and permit their products to reach market. Most companies, the government scientists add, submit little or no information unless forced. Even then, much of the information crucial to evaluating hazards -- such as the chemicals used and results of company health studies -- is withheld, with corporate lawyers claiming it constitutes confidential business information. Both regulators and some industry consultants say the evasiveness from food manufacturers could blow up in their faces. As precedent, they point to what happened in the mid-'90s with genetically modified food, the last major scientific innovation that was, in many cases, force-fed to consumers. "There was a lack of transparency on what companies were doing. So promoting genetically modified foods was perceived by some of the public as being just profit-driven," says Professor Rickey Yada of the Department of Food Science at the University of Guelph in Ontario, Canada. “In retrospect, food manufacturers should have highlighted the benefits that the technology could bring as well as discussing the potential concerns.

 

“Eating Nanomaterial’s Could Increase Underlying Risks

The House of Lords' study identified "severe shortfalls" in research into the dangers of nanotechnology in food. Its authors called for funding studies that address the behavior of nanomaterial’s within the digestive system. Similar recommendations are being made in the U.S., where the majority of research on nanomaterial focuses on it entering the body via inhalation and absorption. The food industry is very competitive, with thin profit margins. And safety evaluations are very expensive, notes Bernadene Magnuson, senior scientific and regulatory consultant with risk-assessment firm Cantox Health Sciences International. "You need to be pretty sure you've got something that's likely to benefit you and your product in some way before you're going to start launching into safety evaluations," she explains. Magnuson believes that additional studies must be done on chronic exposure to and ingestion of nanomaterial’s. One of the few ingestion studies recently completed was a two-year-long examination of Nano-titanium dioxide at UCLA, which showed that the compound caused DNA and chromosome damage after lab animals drank large quantities of the particles in their water.

Sono-Tek, a company based in Milton, N.Y., employs nanotechnology in its industrial sprayers.

"One new application for us is spraying nanomaterial suspensions onto biodegradable plastic food wrapping materials to preserve the freshness of food products," says its chairman and CEO. It is widely known that Nano-titanium dioxide is used as filler in hundreds of medicines and cosmetics and as a blocking agent in sunscreens. But Jaydee Hanson, policy analyst for the Center for Food Safety, worries that the danger is greater "when the Nano-titanium dioxide is used in food." Ice cream companies, Hanson says, are using nanomaterial’s to make their products "look richer and better textured." Bread makers are spraying nanomaterial’s on their loaves "to make them shinier and help them keep microbe-free longer." While AOL News was unable to identify a company pursuing the latter practice, it did find Sono-Tek of Milton, N.Y., which uses nanotechnology in its industrial sprayers. "One new application for us is spraying nanomaterial suspensions onto biodegradable plastic food wrapping materials to preserve the freshness of food products," says Christopher Coccio, chairman and CEO. He said the development of this Nano-wrap was partially funded by New York State's Energy Research and Development Authority. "This is happening," Hanson says. He calls on the FDA to "immediately seek a ban on any products that contain these nanoparticles, especially those in products that are likely to be ingested by children." "The UCLA study means we need to research the health effects of these products before people get sick, not after," Hanson says.

 

There is nothing to mandate that such safety research take place.

The FDA's Blind Spot The FDA includes titanium dioxide among the food additives it classifies under the designation "generally recognized as safe," or GRAS. New additives with that label can bypass extensive and costly health testing that is otherwise required of items bound for grocery shelves. A report issued last month by the Government Accountability Office denounced the enormous loophole that the FDA has permitted through the GRAS classification. And the GAO investigators also echoed the concerns of consumer and food safety activists who argue that giving nanomaterial’s the GRAS free pass are perilous.

Food safety agencies in Canada and the European Union require all ingredients that incorporate engineered nanomaterial’s to be submitted to regulators before they can be put on the market, the GAO noted. No so with the FDA. "Because GRAS notification is voluntary and companies are not required to identify nanomaterial’s in their GRAS substances, FDA has no way of knowing the full extent to which engineered nanomaterial’s have entered the U.S. food supply," the GAO told Congress.

 

Amid that uncertainty, calls for safety analysis are growing.

"Testing must always be done," says food regulatory consultant George Burdock, a toxicologist and the head of the Burdock Group. "Because if its Nano sized, its chemical properties will most assuredly be different and so might the biological impact." Will Consumers Swallow What Science Serves Up Next? Interviews with more than a dozen food scientists revealed strikingly similar predictions on how the food industry will employ Nano scale technology. They say firms are creating nanostructures to enhance flavor, shelf life and appearance. They even foresee using encapsulated or engineered Nano scale particles to create foods from scratch.

 

Experts agreed that the first widespread use of nanotechnology to hit the U.S. food market would be Nano scale packing materials and Nano sensors for food safety, bacteria detection and traceability.

While acknowledging that many more Nano-related food products are on the way, Magnuson, the industry risk consultant, says the greatest degree of research right now is directed at food safety and quality. "Using nanotechnology to improve the sensitivity and speed of detection of food-borne pathogens in the food itself or in the supply chain or in the processing equipment could be lifesaving," she says. For example, researchers at Clemson University, according to USDA, have used nanoparticles to identify campylobacter, a sometimes-lethal food-borne pathogen, in poultry intestinal tracts prior to processing. At the University of Massachusetts Amherst, food scientist Julian McClements and his colleagues have developed time-release Nano laminated coatings to add bioactive components to food to enhance delivery of ingredients to help prevent diseases such as cancer, osteoporosis, heart disease and hypertension. But if the medical benefits of such an application are something to cheer, the prospect of eating them in the first place isn't viewed as enthusiastically. Advertising and marketing consultants for food and beverage makers are still apprehensive about a study done two years ago by the German Federal Institute of Risk Assessment, which commissioned pollsters to measure public acceptance of nanomaterials in food.

In summary, the study showed that only 20 percent of respondents would buy nanotechnology-enhanced food products.

Family gets $333,000 for 2009 raid in which cops killed dog

A federal jury awarded $333,000 to a Chicago family Thursday after Chicago police officers raided its South Side home with guns drawn and shot its dog in a search that found no criminal activity in the apartment.

Teenage brothers Thomas and Darren Russell were in their second-floor apartment in the 9200 block of South Justine Street in February 2009 when officers announced they had a warrant to search both units of the two-flat. Thomas Russell, then 18, opened the door and found officers with their guns drawn, according to the lawsuit. Russell said that he put his hands in the air and asked permission to lock up his 9-year-old black Labrador, Lady, before they entered.

Police refused the request and came into the house, the lawsuit said. When Lady came loping around the corner with her tail wagging, Officer Richard Antonsen shot the dog, according to the suit, which alleged excessive force, false arrest and illegal seizure for taking the dog's life.

Thomas Russell was arrested and charged with obstructing police but was later found not guilty. No drugs were found in the Russell family's apartment, though police recovered drugs in the building's other unit, the family's lawyers said.

"Darren and Thomas did everything right that night," said Amanda Antholt, one of the family's lawyers. "They were cooperating with the officers and were met with guns to their heads and the shooting death of their family dog."

Jennifer Hoyle, a spokeswoman for the city's Law Department, said: "The officers involved in this case were executing a valid search warrant when this incident occurred and were simply protecting themselves. We are extremely disappointed and reviewing all of our options. In particular, we think the damages awarded to the plaintiffs were excessive."

The jury awarded Thomas Russell $175,000, Darren Russell $85,000 and their parents $35,000 each. The jury also awarded the family $2,000 in punitive damages, levied against Antonsen for shooting the dog, and $1,000, against the police supervisor who made the decision to arrest Thomas Russell.

ANTI-DOG OWNER TYRANNY ENFORCEMENT – What Every Dog Owner Needs to Know

Dog owners and ethical breeders are increasingly being targeted. Disgruntled neighbors may retaliate against dog owners and may other reasons drive complaints, and anti-dog enforcement action, which many times may be conducted illegally.

 

The following text outlines methods of inquiry and enforcement which may be used by local officials in attempts to enforce ordinances in your community and suggested techniques of response. These techniques are entirely legal and based upon the rights of citizens as stated by the U.S. Constitution.

 

No breeder wants to have Animal Control come knocking on the door…but if they do, it will help if you know what your options are.

 

Remember, Animal Control is law enforcement. They are bound by the same Constitution as any other government agency. To protect yourself, you need to know your rights. These vary slightly one jurisdiction to another, but some general principles apply. One rule applies everywhere: never physically resist an officer.

 

When Animal Control is At Your Door:

 

Do not let them in, no matter how much they ask. Animal Control generally cannot enter your home without a warrant, or your permission. While regular police can enter in emergency situations when human life is at risk (i.e. they hear gunshots and a scream inside), there are few, if any, situations in which Animal Control can enter your home without a warrant. Simply tell them they may not come in.

 

If you let them in, anything they find in “plain sight” can be used against you. In some circumstances Animal Control officers, unable to find a legitimate reason to make an arrest, have reported building or zoning violations. This may include caging you attached to a wall without a building permit, that extra outlet in the puppy room, having more pets than allowed by zoning, even extension cords in violation of fire codes! No matter how clean your kennel, if they want to find a violation, they will.

 

Do not talk to them from an open doorway. Step outside and close (and lock if possible) the door behind you. This is necessary because:

 

A) Anything they see through the open door is “plain sight” and may be the basis for an arrest, or probable cause for a search warrant.

B) If they make an arrest or even feel threatened they are usually permitted to search for weapons in your immediate area. Do you keep a baseball bat inside the door for your protection? Even if you don’t, once they step inside to look, they are in your home and may continue to search.

C) It is hard not to be intimidated by someone in authority. Some animal control is even done by local police, who carry guns. It is easy for them to get “in your face”, causing you to back up into the home. Once you go in, it will be interpreted as an invitation to follow.

If they claim to have a warrant, demand to see it. In general, a search warrant must be signed by a judge. A warrant to search your home for dogs does not include an inventory of your jewelry box. A warrant to search your kennel in the garage or in the barn does not include a search of your home.

 

In some locations dog owners may have obtained special “breeder permits” that stipulate that Animal Control has your permission to enter at any time. If you have signed such a permit they still cannot enter against your wishes, since you can revoke the permission at any time. However, if you refuse permission it may allow them to cancel your breeder permit, so you have to weigh the consequences.

 

Warning – anyone in lawful possession of the premises may be able to give permission for a search. Make sure your roommate, babysitter, dog-sitter, housekeeper and other know that they should not let animal control into your home or on your property (i.e. backyard, garage, etc.).

 

How to Handle Questions:

 

Don’t answer any questions beyond identifying yourself for the officer. Anything you say to the officer in your defense cannot be used in court (hearsay). Anything you say that is harmful to you will be used in court (confessions are not considered hearsay). You cannot win, except by remaining silent.

 

Be polite but firm. Do not argue, bad-mouth, curse, threaten or try to intimidate the officer.

 

Do not lie to an officer, ever. However, it is NOT a lie to exercise your right to remain silent.

 

Keep your hands in plain sight. People have been shot by police when common objects, such as a wallet, were mistaken for a gun.

 

Do not touch the officer in any way. Do not physically resist an officer, no matter how unlawful his or her actions.

 

Don’t try to tell your side of the story, it cannot help.

 

Do not threaten the officer that you plan to file a complaint for their actions.

 

If the questioning persists, demand to speak to a lawyer first.  Repeat as necessary.

 

Gathering the Facts:

 

Get the name and badge number of each officer involved. If he/she does not volunteer this information, ask.

 

Ask the name of the agency they represent. Different agencies have different enforcement responsibilities.

 

Ask why they are there. Request the factual basis of the complaint and the identity of the complainant.

 

If they have other people with them (Humane Society, press, etc.) get the names and organizations for all present.

 

Note the names (and addresses) of any witnesses to the encounter.

 

If you are physically injured by an officer, you should take photographs of the injuries immediately, but do not forego proper medical treatment first.

 

Write down all of the information, as well as the date and time of the incident immediately, while details are fresh in your mind.

 

If you rights are violated, file a complaint with the appropriate body.

 

If You Are Arrested:

 

Remain silent. Answer no questions until you have consulted with a lawyer.

 

Don’t “explain” anything. You will have time for explanations after you have talked to a lawyer.

 

Within a reasonable time they must allow you to make a phone call to get a lawyer or arrange bail. They are not allowed to listen to your phone call to your attorney, but they may “monitor” the rooms for “your protection”. Do not say anything you do not want them to overhear; save that until after you are out on bail.

 

Telephone Inquiries or Threats:

 

You may receive telephone inquiries concerning the number of dogs you own and whether any dogs or puppies are for sale. Other questions may also be asked.

 

Your response should be to inquire “Are you interested in a puppy?” If the answer is “yes”, ask that person for his/her name, address and phone number. Suggest that you or a responsible breeder will contact that person at a more convenient time for you.

 

If the answer is friendly and genuinely inquisitive, invite the person to look at your puppies.

 

If the question asked is “What is the price of each puppy?” simply say that puppies of this type are being sold for between “X” and “Y” dollars. Never say that you are selling them.

 

If the question asked is “Are these your puppies?” you should ask, “Why do you want to know?”

 

If you conversation indicates that the people is representing the county clerk’s office or allegedly representing an official body, ask the caller for:

 

Full name, title and phone number

 

Agency’s full name and full address

 

Their supervisor’s full name and phone number

 

Nature of the inquiry (what it is about)

 

Why the inquiry is being made

 

How your name and phone number were obtained

 

Ask that all future questions from that agency be submitted in writing

 

Preventative Measures:

 

Always keep you kennel clean and take good care of your animals.

 

Consider a P.O. Box or other address for business cards and advertisements. Keep descriptions of your location general (i.e. Southern California, rather than the name of the city where you live). The internet can provide anonymity for initial contacts. You can even buy a “remote prefix” to get a number from a nearby community forwarded to your phone or to a voice mail. Avoid local newspaper classifieds, they are often monitored.

 

Screen any potential puppy buyers carefully. Always be alert that they may be Animal Control or even Animal Rights working under cover.

 

Don’t allow strangers into your home until you have screened them.

 

Be fair and honest in all of your dealings, and be on good terms with your neighbors. Most animal control contacts are complaint-driven. Some complaints may arise as harassment by people with unrelated grievances against you. It may be a disgruntled dog

buyer or a cranky neighbor who doesn’t like you parking in front of his house.

 

Anything about you that can be observed in “plain sight” from the street or sidewalk can become probably cause for a warrant. Even areas on your property open to visitors can be dangerous. Be aware of which areas of your home are visible from the outside and plan accordingly.

 

If you are confronted by Animal Control and turn them away, assume they will be back. Use the time available to make sure everything is clean and presentable. If you are over the limit on the number of pets, find friends who can provide temporary shelter for your dogs.

 

 

Whatever you do, stay calm and keep your wits about you.

 

Just say “no”, no matter what threats or promises of leniency they make.

 

When in doubt, say nothing and speak to a lawyer afterwards.
